作者站在為少數族群爭取傳播權的立場著書,實際調查台灣新移民對移民族群電視頻道的需求,以及分析現有新移民電視節目接收與認同建構之關聯,透過由下而上的角度,了解台灣新移民的傳播需求,並參酌澳洲特殊廣電服務(SBS)的經驗,提出建構台灣新移民族群電視頻道以及改善現有新移民電視節目之具體建議,希望台灣能保障新移民的媒介公民權以及被了解的權利,建立多元與多族群的公共領域。
