台灣近年自然災害屢屢造成河川與國土的重創,衝擊社會經濟,影響民眾的生活與安全,以水利科技有效的管理,讓台灣有更穩定的水資源並降低水患的發生,是產官學界所共同努力的目標。 為整合各研究單位的科技資源,作系統性的交流規劃,達到研究思維拓展、理念互惠及工程技術相互借鏡、人才培育的交流目的,本計畫建立兩岸技術交流工作圈,以俾未來依循計畫完成近中長期的交流工作。因此於已於今年六月三十日與黃河研究會簽署合作協議書,七月一日與中國水利水電科學研究院簽署合作協議書;此外並於七月一日與中國水利水電出版社簽署合作意向書。為讓工作圈發揮積極的動能,建立起工作圈內各單位指導與執行的聯繫窗口,未來雙方將以平等互惠的原則,在感興趣的領域議題上,進行人才培育、學術研究與成果推廣。 交流目標規劃,近期內(1-2年)希望建立兩岸水利技術交流平台,辦理國內專案議題短期課程,關鍵工程建設深度考察,研討會、特定議題之共同研究合作。中期內(2-4年)希望可達成共同建立兩岸水利技術、人員、資源、資訊之交流,辦理中國大陸專案議題短期課程、短中期進修交流,出版物交流,特定技術、議題之共同合作。長期目標(5年以上)希望建立定期訓練班,定期互派人員駐點交流,共同出版交流,朝擴大兩岸水利產業,建立兩岸水利產業共同市場,並可逐步擴及全球國際水利組織、協定、技術合作等活動之合作分享。除了以工作圈建立外,亦規劃透過資訊交流平台,架起水利技術交流的橋樑,以專案會議擬定議題方向,設專責網站維運小組,達到整合資訊與增進交流,提供服務對象所需資訊,發揮相互學習借鏡功能與資訊流通與共享之目的。 為持續推動技術交流,及考察小浪底水庫調水調砂技術,本計畫今年度辦理多場研討與參訪考察活動: 一、為了解小浪底水庫調水調砂技術與成果,作為水資源治理的參考,六月廿五日至六月卅日安排水利署相關人員、台灣電力股份有限公司、台灣自來水股份有限公司、中興工程股份有限公司、德基水庫管理委員會,前往中國大陸考察小浪底水庫調水調砂技術、虹吸排砂及射流排砂等技術,行程安排為期共六天,期間參訪花園口水文站、至黃委會參加「調水調砂研討會」、考察三門峽水庫及小浪底水庫、至黃河下游考察等。 二、為加強二岸水利科研成果的交流,共規劃二場研討會,九月二十一日邀請大陸水利專家來台參加第十一屆海峽兩岸多砂河川整治與管理研討會。並邀請黃河水利科學院江恩惠院長,辦理「黃河流域水庫泥沙處理與利用」、「國內外不同河流河道整治工程措施及效用評介」等課題研討,參與此二場講習人員達300人次。 三、十月十六日至十月二十三日辦理水利技術人員赴大陸參訪活動,共有水利署、中興工程科技研究發展基金會、台灣省自來水公司等二十一人參與,行程亦規劃參加第四屆國際黃河論壇與第十二屆海峽兩岸多砂河川整治與管理研討會。 四、辦理參加十月十八日至十月二十日,由中國大壩協會和巴西大壩委員會等單位聯合舉辦的第一屆堆石壩國際研討會,由中區水資源局曹華平局長領隊,水源經營組簡振源科長及水利規劃試驗所王國樑課長等共同前往參加研討會。 未來交流重點,應在技術的交流合作與人才的培育,建議在水利科技交流之制度與平台作基礎上,持續使工作圈發揮積極的動能,依循計畫完成中長期的交流工作,並持續擴大工作圈合作夥伴,培育人才,落實合作研究發展課題,並持續辦理研討會、兩岸水利設施考察觀摩、參觀國際合作的發展項目等。推動兩岸水利技術交流資訊網之維運與發展,將兩岸的科技技術與交流訊息,能透過資訊交流平台進行傳播、提供學習,並作為一個兩岸水利界相互交流的友好平台,此目的在發揮工作圈緊密的合作關係,交流治水的理念及經驗,並分享交流成果。

In recent years, natural hazards had often caused serious damages to Taiwan’s streams and landscape in general, and adversely impacted socio-economic stability, as well as people’s lives and their safety. Therefore, government and academia share a common goal with industries in seeking ways to effectively manage Taiwan’s water resources for long-term stability and reduce flood-induced damages by adopting advanced science and technologies. The objective of this project is to map out ways to integrate science and technology resources in research units on both sides and exchange information systematically so as to elevate research development, promote reciprocation of ideas, transfer engineering knowledge and techniques, and further, help to develop more professionals in the field. These tasks are aimed to pave the way for the future plans of mid- and long-term co-operations as planned. The center’s accomplishments to date include the signing of collaboration agreement with the Yellow River Research Institute on June 30, 2009, and with the Institute of China Water Conservancy and Hydropower Research on July 1, 2009; and a letter of intent on July 1, 2009, to work with China Water Power Press. To allow active interactions among units within the task groups, we have established corresponding channels for communication between the management and operation units. Based on mutual benefit and equal exchange, the two sides will collaborate to develop more expertise and research in the areas of shared interests, as well as to jointly publicize the study results.
Plans for achieving the Center’s objectives include: Short-range plan (within 1-2 years): to establish the platform for science and technology exchange across the Strait; to develop short courses of water resources issues on the island, organize field studies of key engineering structures, and collaborate on seminars, and research on selected topics. Medium-range plan(within 2-4 years): At this stage, exchanges of hydro science and technology, personnel, resources, and information are expected to be well underway; we proceed to organize short courses on special water resources topics in mainland China; conduct short- and medium-term exchange studies, exchange publications, and collaborate on special-topic research and technology. Long-range plan (5 years and beyond): By this point, we anticipate that regular training classes, exchange scholarly personnel, and join publications have been established. The goal will be to expand hydro-industry and establish common market for the products on both sides of the Strait, and extend the collaboration to include international water organizations, establish agreement with water organizations for sharing and cooperating on science and technologies. Therefore, besides developing the task group, we also plan to bridge the hydro science and technology across the Strait through establishing the platform for exchange, use ad hoc committees to set the direction in which to define the special topics, build a web-page dedicated work group to achieve information integration and enhance communication, serve the information needs, and therefore allow cooperative learning and information exchange. Several technical visits and study tours have been organized in 2009 to promote technical exchange and to study sediment slucing and discharge technology at the Xiaolangdi Reservoir. These visits include: 1. The technology and results of sediment sluicing and discharge developed at the Xiaolangdi Reservoir can serve as a reference for water resource management in Taiwan. A technical visit was conducted from June 25 to 30, 2009 (?) to the Xiaolangdi Reservoir for the study of its sediment slucing and sand discharge by siphon and jet flows. Personnel participated in this visit included experts from the Water Resources Agency (WRA), Taiwan Power Company, Taiwan Water Supply Corporation, Chung-Hsing Engineering Corp, and Te-Chi Reservoir Management Committee. During the 6-day visit, the group also stopped at Huayuankou hydrologic station, took part in a discussion on ‘Sediment Sluicing and Discharge’ organized by the Yellow River Conservancy Commission, inspected Sanmenxia and Xiaolangdi Reservoirs and the Lower Yellow River reaches. 2. To strengthen the exchange of research results on hydro science and technology across the Strait, two technical discussions were planned. A forum titled “The 11th Conference Remediation and Management of Sediment Laden Rivers” was held on September 21, 2009 and the invitees included experts in the field from Mainland China and Taiwan. The second exchange program included two special seminars presented by Dr. Jiang En-Hui, Dean of the Yellow River Conservancy Academy of Science, with the topics of “Treatment and Utilization of Reservoir Sediment in the Yellow River Region” and “Evaluation of River Training Engineering and Its Effectiveness in Rivers of China and Abroad”. Approximately 300 people attended the presentations. 3. A study tour consisting of 21 managers and engineers from the Water Resources Agency of Taiwan visited Mainland China from October 16 to 23, 2009. The group also attended The Fourth Yellow River Forum and the 12th Conference on Remediation and Management of Sediment Laden Rivers. 4. A technical group led by Mr. Tsao Hua-Ping, Director of Central Region Water Resources Office, with members including Mr. Jian Chen-Yuan of Water Resources Management Division, and Mr. Wang Guo-Liang, Water Resources Planning Institute, WRA, attend the 1st International Conference on Rockfill Dam between October 18 and 20, 2009. The conference was co-organized by units including the Chinese Dam Association and Brazilian Dam Committee. Future development will emphasize technology exchange and cooperation and skill cultivation. Using the system and platform for hydro science and technology exchange established, we suggest the following actions. · Continue to promote active interaction among working units of the program · Complete medium and long range objectives according to the plan · Engage more partnerships by expanding the work circle · Develop higher level of personnel skills · Implement targeted subjects for collaborated research · Conduct technical discussion, visit hydrologic facilities across the Strait, and participate in international meetings and scout topics for collaboration. The program will also develop and maintain a world wide web page to promote the hydro science and technology exchange. New technologies and newsletter will be publicized for quick dissemination so as to provide learning opportunities and to serve as a forum for both sides across the Strait to interact on new ideas. The WWW will provide close working relationship among units of the work group, exchange ideas and experience in water resources management, share and benefit from the results of cooperation across the Strait.
